My partner has an addiction that is affecting our relationship

Odds are, if you are concerned about your spouse over a period of time about an addiction or an addiction issue, you’re probably right. So, the idea of when, where, and how aren’t so important; you just need to understand. You need to consult with a professional to make sure you understand what you’re dealing with, get clear on how to communicate, and then have an action plan that is going to result in your loved one getting the help they need.

So there’s no specific time. Anytime you get that information and that consultation, that’s the time to go, whether it’s in the middle of the night or on Christmas or on a birthday. In the middle of a family gathering may not be the best time to do it, but you could do it before or after the family gathering. You going to need to confront the problem when you are ready and whenever that is should be when you do it.
